PROBLEM TO BE SOLVED: To provide a soil improvement-type vibration damping device suitable for buildings (buildings A) of all types of structures, such as a dwelling house. SOLUTION: This soil improvement-type vibration damping device performs the following functions. Rod-like or wedge-like damping materials E with relatively small specific gravity, low water-absorbing properties, viscosity resistance, which is made of a rubber or a synthetic resin, are planarly driven at nearly regular intervals into ground D in a range mainly for bearing a load of the building A and a civil engineering structure; and moisture is squeezed out of sediment of the ground D, so that compressive strength can be increased. In addition to the effect of increasing bearing power of soil by a buoyancy effect etc. brought about because the specific gravity of the damping material E is small, when a horizontal load is generated by earthquakes, the ground D becomes slightly more easily displaceable than surrounding ground by the insertion of the damping material E, so as to relieve a seismic load. A seismic force can be reduced by the viscous friction resistance and shearing slip resistance of the sediment along with the viscous friction resistance of the damping material.
