PROBLEM TO BE SOLVED: To provide a paper sheet conveying device and a paper sheet conveying method, aligning front edges of paper sheets to a predetermined position while avoiding buckling thereof, and preventing double feeding. SOLUTION: This paper sheet conveying device separately conveying stacked paper sheets P one by one is provided with a feed roller 2 rotating in a conveying direction of the paper sheets P, a separating roller 4 arranged oppositely to the feed roller 2 and rotating in an opposite direction to the conveying direction of the paper sheets P, a pay-out roller 6 having a first pay-out rubber part 9 and a second pay-out rubber part 10, and an eccentric roller 12. The paper sheets P are paid out by the first pay-out rubber part 9 of the pay-out roller 4, and inserted between the feed roller 2 and the separating roller 4. After that, the eccentric roller 12 approaches the separating roller 4, thereby the front edges of the paper sheets P are returned to the predetermined position. Then, the returned paper sheets P are fed by the second pay-out rubber part 10 of the pay-out roller 4, and inserted again between the feed roller 2 and the separating roller 4.
