The combination has a latch (6) pressed by a spring (19) from below against a horizontal bar (9) of a luggage rack i.e. bicycle-luggage rack. The latch is pivoted around an axis (12) parallel to the horizontal bar. Handles (10, 11) are provided for actuating the latch. The handles move the latch downwards against force of the spring. The pivot axis of the handles and the latch is arranged below a hook base. The handles and the latch are movably guided in tolerances of pivot-movement in perpendicular direction.
