PROBLEM TO BE SOLVED: To provide an apparatus capable of quickly starting a fixing means.

SOLUTION: The image forming apparatus 1 includes: a receiving section 52 that receives a request from a user; a fixing device 11 for heating and fixing an unfixed image on a recording medium; an image reading section 20 for performing an image reading function; and a control section 54 for exerting control such that when power consumption exceeds a predetermined value as a result of parallelly performing the start operation and the image reading function during the starting operation of raising the temperature of the fixing device 11 to a predetermined target temperature by predetermined power and when the fixing device 11 is used in order to execute the request received by the receiving section 52, the execution of the image reading function necessary for executing the request is suspended.
