PROBLEM TO BE SOLVED: To prevent a secondary disaster from happening to suppress expansion of damage by prohibiting a shut-off device from being reset according to a situation of an earthquake occurrence. SOLUTION: A gas meter 2 includes a flow rate measurement means 17 for measuring a flow rate to output a result as flow rate information, a quake sensor 21 for detecting vibration of an earthquake and the like, a control device 10 for determining whether gas shut-off is necessary by each piece of information, a shut-off device 2c for shutting off gas by a shut-off determination signal from the control device 10, a reset means 22 for automatically performing a reset operation by processing a predetermined safety checking after an operation of the shut-off device 2c, and a wireless module 11 capable of communicating with at least an adjacent gas meter. The wireless module 11 integrally constituted with the control device 10 and stored in the gas meter 2 continues a shut-off operation in preference to the automatic reset operation of the reset means 22 when receiving a reset prohibition command transmitted from the adjacent gas meter.
