PROBLEM TO BE SOLVED: To provide a valve timing adjusting device miniaturized in an axial direction. SOLUTION: A vane rotor 14 includes a rotor side advancing oil passage 64 establishing communication between an advancing chamber and a cam side advancing oil passage 72 formed on a camshaft 2, and a rotor side retarding oil passage 68 establishing communication between a retarding chamber and a cam side retarding oil passage 73 formed on the camshaft. The rotor side advancing oil passage 64 out of both oil passages 64, 68 is formed in a hole shape passing through an inside of a vane rotor 14 and the rotor side retarding oil passage 68 out of both oil passages 64, 68 is positioned at a section keeping surface contact with an axial end surface 2a of the camshaft 2 of the vane rotor 14 and is formed in a groove shape opening toward the axial end surface 2a.
