<p><P>PROBLEM TO BE SOLVED: To solve the problem that the planner side cannot determine a reaction on the applicant side at a planning stage, and also, an applicant strongly desiring a transaction establishment has the same transaction conditions as those of an applicant not strongly desiring a transaction establishment in conventional transaction practices, consequently, it is impossible to establish all transactions to be established by its nature. <P>SOLUTION: The applicant is allowed to individually present various application conditions to the planner by utilizing an information communication technology like the Internet.
