<P>PROBLEM TO BE SOLVED: To provide a lighting apparatus and a lighting system in which reduction in optical output of a light source can be suppressed to an irreducibly minimum. <P>SOLUTION: The lighting system includes a lighting apparatus 1 which outputs an optical signal from a light source L, and a receiving device 2 which receives the optical signal outputted from the light source L. The lighting apparatus 1 comprises a lighting-on means 10 which lights on the light source L, a visible optical communication means 11 which performs visible optical communication by controlling the lighting-on means 10 to output an optical signal from the light source L, and a sensor means 12 to be used for detecting whether a user carrying the receiving device 2 for receiving an optical signal outputted from the light source L is performing receiving operation.
