The device has a guiding unit (20) that is movable to and fro on a guiding axle (22) in a longitudinal direction of the guiding axle. A winding drum (10) is rotatably supported around a rotation axis (12). A blank holder (40) is formed to be tiltable between two positions, where the blank holder presses a winding material (30) on an outer circumference (24) of the guiding unit in one of positions. The blank holder exhibits a larger distance to the outer circumference of the guiding unit during winding the winding material in another position, where the blank holder is designed as a cover.
