A packet scheduling system for partial frequency reuse in a wireless communication system and a method thereof are provided to determine resource allocation in consideration of the channel status of a sub band not to be allocated except the channel status of a sub band to be allocated, thereby improving the efficiency of resource use to improve the yield of the entire system. A priority calculating unit(21) calculates priority by each sub band on the basis of a channel status by each sub band transmitted from each terminal. A resource allocating unit(22) allocates resources to a terminal with the highest priority by each sub band according to the priority in consideration of a sub band, to which resources to allocate is included, and all sub bands except the sub band. A transmission rate updating unit(23) updates an average data transmission rate to improve the fairness of resource allocation after the resource allocation.
