A fermented solution of black allium sativum is provided to promote synthesis of skin cell proteins such as collagen and showing skin improving effect by inhibiting generation of collagenase, thereby being used as a cosmetic composition showing excellent effect of skin damage caused by skin-aging. A cosmetic composition comprises a fermented solution of black allium sativum, which is obtained by culturing black allium sativum powder prepared by ripening allium sativum using Bacillus genus strain and filtering a cultured material. Regarding a dried weight of the cosmetic composition, 0.0001-20.0 wt.% of the fermented solution of the black allium sativum is contained. Further, the fermented solution of black allium sativum promotes biosynthesis of Type I collagen.
