The tool arrangement has a rough hobbing cutter (20), a trimming cutter (16,18) and a plane hobbing cutter (12) fixed relative to each other, in specified rotating position, on a common mandrel (14). The cogging of plane cutter, lying on a helical curve, has a variable section. Pressure angle of left and right flanks starting from maximum value of the first to the last cog and the maximum pressure angle of right flank of the first or last cog coincides and returns with the minimum pressure angle of the left flank.
