PROBLEM TO BE SOLVED: To provide electrostatic charge image developing toner by which an environmental difference and a mode difference in a half tone mode are reduced, the durability of developer is made excellent and the fogging of an image is reduced and also the occurrence of toner scattering is reduced, the manufacturing method of the toner and two-component developer using the toner. SOLUTION: In the electrostatic charge image developing toner including toner particles incorporating resin and colorant, the toner particles are manufactured by using composite charge controlling agent particles obtained by coating inorganic particles whose average primary particle size is 8 nm-200 nm with a charge controlling agent.
