An apparatus for driving a display panel and a display apparatus including the same are provided to reduce EMI(ElectroMagnetic Interference) due to the mixing between address and logic signals by optimizing a stacked structure of a logic buffer PCB(Printed Circuit Board). An apparatus for driving a display panel includes a logic buffer board having at least one buffer IC(Integrated Circuit) for buffering address driving control signals and a logic buffer PCB(Printed Circuit Board), formed by stacking at least two layers, mounted the buffer IC. The logic buffer PCB includes a first signal layer(P1), a power layer(P2), a ground layer(P3), and a second signal layer(P4). The first signal layer includes first signal lines. The power layer, positioned under the first signal layer, includes a power line. The ground layer, positioned under the power layer, includes ground lines. The second signal layer, positioned under the ground layer, includes second signal lines.
