A hair dyeing composition is provided to be used in a gel type when a gel type first agent and a cream type second agent by using a surfactant and triethanol, show excellent adjustability to hair, be safely used by preventing it from being applied to human body such as scalp and eye other than the hair, and allow the hair to be swollen to dye well the hair during dyeing by using triethanol amine. A gel-type hair dyeing composition comprises a first agent including an oxidation dye and a second agent including an oxidizing agent and is characterized in that the first agent includes 1-10 wt.% of the oxidation dye, 15-35 wt.% of a surfactant, 5-15 wt.% of a mixture of triethanol amine and arginine in a weight ratio of 3:5 as an alkali agent, and the remaining amount of water, and the second agent includes 10-20 wt.% of the oxidizing agent, 15-30 wt.% of a surfactant, 5-15 wt.% of a fatty acid and the remaining amount of water. Regarding 100 wt.% of the fist agent, 5-15 wt.% of an oil, or 0.5-1.5 wt.% of an extract of Acorus calamus var. angustatus, or hinoki water or a mixture thereof, or 0.1-1 wt.% of an antioxidant, or 0.1-2 wt.% of a hair protecting agent is further included. Regarding 100 wt.% of the second agent, 0.1-0.5 wt.% of a pH adjusting agent or 1-5 wt.% of oil is further included.
