A security printing system and a security printing method are provided to prevent damage of the manuscript image generated by inserting water marks, by keeping the original color or luminance of the manuscript image and to save the cost for security printing by excluding the special ink. A security printing method comprises the steps of: classifying images(110) of the manuscript to be printed, according to plural basic colors; setting the basic color where recognition data is inserted, on printing panels formed correspondently to each classified basic color; determining the arrangement order of plural panels according to the progressive direction of print papers on the basis of the set basic color; and printing the images on the print paper according to the determined arrangement order of the panels. Further, the images are classified into M(Magenta), C(Cyan), K(black) and Y(Yellow).
