A substrate for a surface light source including a non-uniform fluorescent layer, a surface light source and a backlight unit having the same are provided to improve the efficiency of generating visible rays by increasing the efficiency of using ultraviolet rays in a discharge space by increasing a surface area of a fluorescent layer, and increase transmissivity by changing thickness distribution of the fluorescent layer, thereby improving the brightness. A substrate(112,114) for a surface light source device includes a fluorescent layer(170') having an irregular surface formed by irregularly distributing micro fluorescent particles(172) on a surface of the substrate. The fluorescent layer is irregular in thickness. The thinnest part of the fluorescent layer is less than 5 mum. Diameter of the micro fluorescent particles is in the range of 5-25 mum.
