<P>PROBLEM TO BE SOLVED: To promote use of a card of a customer possessing the card. <P>SOLUTION: A billing destination information extraction part 302 extracts billing destination information of a use charge from use detail information acquired by a use detail information acquisition part 301. A content situation information acquisition part 303 acquires information related to a situation of a content output to an already issued use charge detailed statement, corresponding to the billing destination information extracted by the billing destination information extraction part 302. A placement content determination part 304 determines the content to be output based on the information related to the situation of the content acquired by the content situation information acquisition part 303.
