PROBLEM TO BE SOLVED: To resolve a problem in a system with a heat storage electric heater installed under the floor wherein a type capable of carrying out complete temperature control does not presently exist since concealed installment of an electric heater or the like is forbidden by fire fighting and fire protection regulations in many cases, and air blowing capacity is low and control of blow-out temperature is insufficient in existing small devices. SOLUTION: A powerful air blowing device is attached to a top panel of a heater body, a wide duct with a shallow depth is provided on a rear side, and blow-out temperature control is carried out using a branch flow by a damper with a damper motor to provide a constant temperature. When a direct expansion coil unit also to be used in changing of cooling and heating is attached, necessity of attaching an air conditioner to each room is eliminated. Since a heater portion is installed on the floor by attaching it to a lower part by 15 cm of the heater body under the floor, there are no problems in the fire fighting and fire protection regulations, and a comfortable air-conditioned space can be provided by floor radiation and convection effects in both heating and cooling.
