PROBLEM TO BE SOLVED: To control traffic flow for a wireless station or a wireless terminal that is a cause of congestion in a wireless network. SOLUTION: A flow control system controls traffic flow in each wireless station in the wireless network that includes a plurality of wireless stations. Each of the wireless stations has a flow control target specifying means for specifying a wireless station connected to a transmission source terminal that is a cause of traffic congestion based on frames stored in a frame storage means for temporarily storing received frames, a transfer rate control frame transmission means for transmitting a transfer rate control frame that controls a transfer rate to the wireless station specified by the flow control target specifying means, and a transmission control frame transmission means for transmitting a transmission control frame to the connected wireless terminal when receiving the transfer rate control frame.
