PROBLEM TO BE SOLVED: To provide a pedestrian-supporting system for a visually handicapped person that enables a visually handicapped person to grasp a direction of an LED signal light device for a pedestrian when he/she crosses a crosswalk. SOLUTION: A receiver 1 includes a light receiving element 11 for receiving a visible light signal from the LED signal light device 100 for pedestrians to output an electrical signal. The receiver 1 transmits signal information of "crossing prohibition" or "crossing permission" to a pedestrian in main voice based on the output signal of the light receiving element 11, additionally, according to an intensity of the output signal by the light receiving element 11, transmits information regarding a receiving status of the receiver 1 (a direction of the receiver 1) to a pedestrian in sub voice. In this way, in the case where the direction of the receiver 1 is deviated from the LED signal light device 100 for pedestrians, transmitting the receiving status to a visually handicapped person enables him/her to grasp the status, so that he/she can safely cross a crosswalk without deviating from the crosswalk to any great extent.
