PROBLEM TO BE SOLVED: To provide a rare earth oxide phosphor exhibiting excellent light-emitting properties and a light-emitting device using the same. SOLUTION: The rare earth oxide phosphor represented by general formula below and having a cubic crystal structure gives high emission luminance by electron beam excitation, and affords a light emitting device exhibiting excellent light-emitting properties when used for a cathode ray tube such as a color Braun tube (CRT), a projection cathode ray tube (PRT), a field emission display (FED) or a vacuum fluorescent display (VFD).
