A transmitter (1) comprises a scrambler part (14) that scrambles data such that the number of appearances of "0" of input data is substantially equal to the number of appearances of "1" of the input data; a bit sequence converting part (15) that provides a bit data, which guarantees the maximum number of series of serial bit sequences of the scrambled data, and converts control information to a bit data of a fixed value; a synchronization timing generating part (16) that divides transport data and converts the divided pieces of transport data to data blocks; and a test bit calculating/imparting part (17) that imparts test data of error correction to some of the data blocks. A receiver (3) comprises an error bit calculation part (23) that performs an error test/error correction processing based on the test bits imparted to the data blocks; an error bit correcting part (25); a bit sequence converting part (26) that extracts a fixed-value bit pattern of control data from the bit sequences of the data blocks, converts the extracted fixed-value bit pattern to the control information and discriminates between the data and the control information; and a descrambler part (27) that reconverts the scrambled data to the data before the scrambling.
