<p><P>PROBLEM TO BE SOLVED: To provide an image decoding device capable of reducing deterioration in the image quality near the boundary between a video image source region and a letter-box region, and improving the image quality. <P>SOLUTION: It is determined whether a main image displaying area 200A and a sub image displaying area 200B are contained in a pixel block MB or not, using pixel block location information and region boundary information. When it is determined that the main image displaying area is included in the pixel block, main image concealment processing is performed for the main image displaying area.
