<p><P>PROBLEM TO BE SOLVED: To provide a technique for introducing decoding software which is freely compatible with an encryption scheme at a receiver side, by taking the advantage of encoding/decoding correspondence, providing advertisement or massage to the receiver side, and enabling a user to wait comfortably during decoding processing, or the like. <P>SOLUTION: Encoded data 5, with information to be provided, are created by adding provided information data 4 to original data 3 in encoding processing in an encoder 1 and is sent to a decoder 2 via a medium, such as the Internet 6 or a CD 7.
