PROBLEM TO BE SOLVED: To provide a repeater and an in-vehicle communication system which prevent the increase in delay time of general frames when relaying priority frames and general frames by an in-vehicle repeater such as a gateway performing frame relay processing. SOLUTION: A repeater 1 determines whether priority frame transmission has been transmitted a prescribed number of times or more continuously or not (S1), and selects a previously recorded fame as a frame to be transmitted (S2) in the case that continuous transmission is determined (S1:Y). In the case that continuous transmission is not determined (S1:N), the repeater determines whether a priority frame has been recorded or not (S7), and selects a previously recorded priority frame as a frame to be transmitted (S8) in the case that it is determined that the priority frame has been recorded (S7:Y). In the case that it is determined that the priority frame has not been recorded (S7:N), the repeater selects the previously recorded frame as a frame to be transmitted (S9).
