PROBLEM TO BE SOLVED: To suppress a short circuit between an electrode and a sleeve while protecting the electrode from the ion collision by arranging the sleeve around the electrode. SOLUTION: A winding start terminal 4a1 and a winding end terminal 4a2 in a winding part 4a of a coil are located on one plane nearly orthogonal to a sleeve axis Z1. A potential difference between the sleeve 7 and the winding end terminal 4a2 is larger compared with that of between the sleeve 7 and the winding start terminal 4a1.
