PROBLEM TO BE SOLVED: To perform the most suitable communication independently of communication media.

SOLUTION: A non-transmission packet count part 39 counts the number of non-transmission packets remaining in a transmission buffer 33 by a counter incorporated therein in response to supply of a clear timing from a clear interval timer 37. A transmission idle time measuring count part 40 measures a transmission idle time to the supply of the clear timing after the transmission buffer 33 gets empty of stored data. A compression control part 41 controls a compression rate of an information compression part 31 on the basis of the number of non-transmission packets or the transmission idle time. This invention is applicable to communication systems for radio communication of A/V data streams of continuous flows of sound and video.
