<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a roller for forming images of high quality without any occurrence of longitudinal streaks by improving printing density, and to provide the roller manufactured by the method. <P>SOLUTION: The method of manufacturing the roller includes forming an elastic layer on the outer peripheral face of a shaft body, and polishing a surface of the elastic layer by a polishing film having polishing particles having 7-100 μm of an average particle diameter. The roller manufactured by the manufacturing method has 6-13 μm of surface roughness Rz of the elastic layer after being polished by the polishing film.
