PROBLEM TO BE SOLVED: To provide a video recording and reproducing device capable of surely setting a basic point for reproducing a moving picture while skipping a moving picture about the moving picture of a television program or the like broadcasted in a fixed pattern. SOLUTION: When a user operates a remote controller 4 to perform an operation for designating a basic point of a skipping section, a change point at which an image of one moving picture changes is retrieved in the vicinity of an operation point at which the operation is performed (S14). This is because it is considered that operation timing is delayed due to the influence of a reflecting speed and an operation mistake. Basic point information obtained by making the change point retrieved in S14 to be a basic point is associated with moving picture information of another moving picture and stored in an HDD 21. Then, when this HDD recorder 1 is used, a basic point for reproducing a moving picture while skipping the moving picture, about a television program broadcasted in a fixed pattern, can be surely set by catching a change in an image of the moving picture.
