A monitoring control system having an automatic image pop-up function and a control method therefor are provided to allow a manager to grasp conditions of an area where an event occurs immediately through a pop-up window of a monitoring screen. Monitoring cameras(1a-1n), installed in certain positions of a plurality of areas to be monitored, photograph forward monitoring regions as color signals without classifying day and night. A control device(3) compares and analyzes image signals photographed by the monitoring cameras, generates an event signal, and outputs a display control signal. The control device controls a display function for displaying the forward photographing signal photographed by the monitoring camera in which an event occurs through a pop-up window, and controls the entire function of a monitoring system. A display unit(5) displays monitored conditions as a specific map type on a graphic picture according to the display control signal of the control device, and displays the forward photographing signal photographed by the monitoring camera of a position where the event occurs on the pop-up window.
