PROBLEM TO BE SOLVED: To detect correctly an operation of a desired control button among a plurality of control buttons shown on a display when an electronic appliance is controlled by an image recognition. SOLUTION: A display 21 displays an operational image containing a plurality of control buttons for controlling electronic appliance and an image photographed by a video camera 2. Detection zones are provided corresponding to each of the control buttons. A detector 17 detects whether an operator displayed on the display holds an object at the detection zones to operate any of the control buttons based on images of the corresponding detection zones. A controller 18 configured to set order of priority on the plurality of detection zones, and if it is determined on the basis of the detection signals that a plurality of control buttons are operated by the operator, generates a control signal for controlling the electronic appliance based on a detection signal from a detection zone having a highest priority among the detection zones corresponding the plurality of the control buttons operated by the operator.
