PROBLEM TO BE SOLVED: To provide a cleaning device capable of surely recovering a residual toner from both of two cleaning brushes with a piece of recovery roll, a process cartridge equipped with the cleaning device, and an image forming apparatus equipped with the cleaning device. SOLUTION: Two cleaning brushes 151, 152 each have the electrical resistance values of brush fibers 1512, 1522 which are 10<SP>4</SP>to 10<SP>6</SP>Ω<SP></SP>when applied with 1 kV bias and a recovery roll 153 has the electrical resistance value of a peripheral surface 153a higher than the electrical resistance values of the respective brush fibers 1512, 1522 of the two cleaning brushes 151, 152 and below 100 times the electrical resistance values of the brush fibers 1512, 1522.
