PROBLEM TO BE SOLVED: To provide a wall surface greening panel having no risk of compressing the root parts of plants, enabling favorable growth of the plants even after set up, having no need of on-site complicated work for housing seedling pots, such as work for cutting the bag-state body or work for inserting seedling pots, easy to handle, enabling very easy construction of wall surface greening in a short time: and to provide a method for greening wall surface. SOLUTION: The wall surface greening panel is provided with a drawstring bag body which has capacity to house a plant base and a pot seedling plant and whose opening part is narrowed down to be closed so as to make the plant part of the pot seedling plant exposes outward, and a casing in which a plurality of the bag bodies are placed in all directions and housed. An opening part through which the plant exposed to the outside part from the opening part of the bag body is passed in accordance with the position of the opening part of the bag body so as to be exposed adjacently to the front surface side is formed at the front surface side of the casing so that the bag body can be housed from the back surface side of the casing.
