<P>PROBLEM TO BE SOLVED: To provide a development device of one component, a process cartridge, and an image forming device capable of suppressing an occurrence of image density unevenness and scumming even when using a transfer paddle that is driven rotatably with the edge of the blade made up of an elastic body abutting against a part of the inner wall of a developer storage chamber. <P>SOLUTION: An agitation/transfer member 14 of the development device is formed of a plurality of and at least one or more pairs of elastic laminar members consisting of a first agitation blade 14(1) of a shape in which the distance from the axis of rotation 14(0) to the edge part is displaced according to the position in the longitudinal direction, and a second agitation blade 14(2) of a shape in which the displacement is toward the side opposite to the distance from the axis of rotation 14(0) of the first agitation blade 14(1) to the edge part at the position of the movement in the longitudinal direction.
