PROBLEM TO BE SOLVED: To reduce delays accompanying assembly from a TCP packet to encrypted data in SSL. SOLUTION: In reception and decoding, as soon as a packet is received, decoding is started and when all packets are received, and possible processing other than tampering verification is completed.
