PROBLEM TO BE SOLVED: To provide a monitoring system capable of easily monitoring the state of an entire building only by confirming a single image. SOLUTION: In a monitoring system 1, a server 102 in a building includes a floor information managing part in which the information about a floor is stored, a first image compositing part which generates a first composite image by compositing, for each floor, the images taken simultaneously with a plurality of cameras provided in monitoring regions on floors based on the information about the floor, and a transmission part which transmits each first composite image composited for each floor by the first image compositing part to a monitoring server. A monitoring server 1101 and the like includes a structure information managing part in which the information about building structure is stored for each building, and a second image compositing part which generates a second composite image by compositing, for each building, each first composite image that is received from a server in the building based on the information about the building structure.
