PROBLEM TO BE SOLVED: To prevent a malicious mischief using a forcible shutoff function. SOLUTION: When a shutoff permission judgement part 8 judges that a gas flow rate is absent from the flow rate signal of a flow rate sensor part 1, the reception of forcible shutoff signals from a forcible shutoff input means 5 is made possible only while forcible shutoff permission signals are input from a permission signal input means 7.
