PROBLEM TO BE SOLVED: To easily create a character recognition dictionary suitable for a character type to be recognized. SOLUTION: A font selection means 1a displays a font list on a display means 1c on the basis of font information to be stored in character font (A) data bases (DBs) 3a, 3b, 3c. When a font specification is input through an operation input means 1d, the selection means 1a selects the specified font as a learning object font. A font information conversion means 1b extracts the font information corresponding to the learning object font selected by the selection means 1a, learns characteristics of an image pattern of a character based on the font information and then converts the font information into character recognition information. The conversion means 1b registers the recognition information in the character recognition dictionary in relation to the learning object font to store the recognition information in a character recognition dictionary DB2.
