PROBLEM TO BE SOLVED: To provide an internal-combustion engine controller whose stability of idling control can be secured by controlling a throttle opening degree depending on load. SOLUTION: A target throttle opening THSELTW to be calculated based on at least a detected acceleration pedal opening is calculated (S10). When the target throttle opening THSELTW is larger than or equal to a lower limit throttle opening THTWGMINX (S18) and besides a variation (THSELTW-previous value THO) of the target throttle opening per a given period of time is larger than or equal to a given amount DTHTWG (S24, S26), a varying speed of the target throttle opening is decreased.
