PROBLEM TO BE SOLVED: To provide a communication inducing system which can actively elicit communications from users. SOLUTION: The communication inducing system 10 includes two stuffed toys 14A and 14B arranged ahead of a user 12. A gaze server 18 estimates the direction or position of the user's gaze from the image of the user 12 photographed by a camera 16. A computer incorporated in the stuffed toys 14A and/or 14B or a computer separately installed makes the stuffed toy 14A and/or 14B act differently in accordance with a difference in the position of the user's gaze.
