PROBLEM TO BE SOLVED: To solve the problem that, when a video is recorded by using a new file system unrecognizable by other existing apparatus and the recorded disk is loaded, a formatting (file system initialization) is induced and the important video may be erroneously erased. SOLUTION: There are provided a first recordable state setting means 5 which checks a write protect flag stored in a write protect flag memory means 4 during disk loading and sets the write protect flag on the disk 1 to the recordable state when recording is inhibited, and a first write protect state setting means 7 which checks the information of a recording history information memory means 6 during disk unloading, and sets the write protect flag stored on the disk 1 to the write protect state when data are recorded or when the write protect flag stored in the write protect flag memory means 4 shows the write protect state.
