PROBLEM TO BE SOLVED: To perform suitable idling speed control even if a travel road of a vehicle is an unpaved road, and restrain roll-back or the like not expected by a driver after stopping the vehicle. SOLUTION: In an engine 10, an intake pipe 12 is provided with an electronic control throttle valve 14, and opening of the throttle valve 14 is adjusted by drive of the throttle actuator 15. An engine main body 11 is provided with a fuel injection valve 16 and a spark plug 17. An automatic transmission 20 includes a torque converter 21 and a gear change device 22. ECU 30 controls engine speed to target idling speed when predetermined idling operation conditions are satisfied. Also, the ECU 30 judges especially whether the travel road of the vehicle is a paved road or an unpaved road, and sets target idling speed high as compared to a case of the paved road if it is judged that the travel road is not a paved road.
