PROBLEM TO BE SOLVED: To provide a lapping tool and a tool holder used for a rotary machining device enabling ultra-high precision finishing. SOLUTION: The tool holder 5 made of tool steel has a cross section of a square pipe shape. A square columnar shape lapping tool 1 made of alloy of tin of 95 mass% and antimony of 5 mass% is inserted in the pipe. Moreover, there is packing 8 for sealing air 7 between the lapping tool 1 and the tool holder 5. Furthermore, a pipe 9 for introducing air 7 is connected to the one end part.
