PROBLEM TO BE SOLVED: To provide a warning generating device and a warning generating method for reliably avoiding a worker, a passer-by, or the like from hitting his/her head against a projecting part of a structure, a machine, or the like. SOLUTION: The warning generating device comprises a detecting means 11 detecting a person 10 entering a predetermined area; a hanging means 12 hanging the detecting means 11 from another object 21 arranged at a predetermined height; a warning generating means for generating a warning based on the detected result of the detecting means 11; and a control means for controlling the detecting means 11 and the warning generating means.
