PROBLEM TO BE SOLVED: To provide a gas dissolved water making apparatus capable of preventing the damage or water leak of piping caused by the clogging of a mixer, and the mixer. SOLUTION: In the gas dissolved water making apparatus 100 and the mixer 10, when the water pressure caused by the clogging of a second water passing hole 51 to be received by a sheet metal member 50 becomes a predetermined value or above, the sheet metal member 50 is torn along a breaking groove 52 to be plastically deformed on its downstream side, whereby the opening area of the second water passing hole 51 is expanded. Whereupon, the clogging is eliminated and much water passes through the sheet metal member 50 to reduce the inner pressure of the piping 11. By this constitution, the damage or water leak of the piping 11 caused by the clogging of the mixer 10 can be prevented. Herein, even in a case that the second water passing hole 51 is clogged or water is excessively supplied to the mixer 10, the sheet metal member 50 is broken by water pressure to prevent the damage or water leak of the piping 11.
