<P>PROBLEM TO BE SOLVED: To provide a manufacturing method of conductive roller capable of solving problems such as toner filming, defective electrification and image failure by making surface roughness on outer circumferential surface of a conductive roller appropriate through improvement of the manufacturing method and a conductive roller obtained by the same method. <P>SOLUTION: The manufacturing method of conductive roller comprises: a step of forming a conductive elastic body layer on the outer circumference of a shaft body; a step of forming a protection layer 13' directly on the outer circumference of the conductive elastomer layer or via other layer by using a composition indispensably consisting of a binder polymer 1, surface roughness forming particles 2 and a laser absorption component 3 (at least one side of carbon black and colorant having laser absorption property); and a step of uniformly irradiating the outer circumferential surface of the protection layer 13' with laser 5 to thinly scrape a surface part of the protection layer 13' by thermally sublimating the surface part, remove the particles 2 embedded near the outer circumferential surface of the protection layer 13', expose embedding impression (recessed part 4) of the particles 2 and, thereby, form the protection layer 13 whose outer circumferential surface becomes rugged surface.
