PROBLEM TO BE SOLVED: To provide a character recognition device and method which can recognize a character correctly even if the character to be recognized is superposed with other patterns. SOLUTION: The character recognition device (1) has; a feature quantity detection means (34) which detects a feature image showing a feature of a noise that is assumed beforehand to be generated on a surface of an object to be inspected from an inspection image which is a photographed object to be inspected on which the character is written; a noise pattern detection means (35) which compares the feature image with the noise pattern read from a noise pattern storage means (33), and detects the noise pattern when determined that they are in agreement; a noise pattern removal means (36) which removes the detected noise pattern from the feature image; and a character pattern detection means (37) which compares the feature image from which the noise pattern is removed with a plurality of character patterns read from a character pattern storage means (33), and detects the character which is the character shown by the character pattern which is the most in agreement among these plurality of character patterns.
