PROBLEM TO BE SOLVED: To provide a filled paper having a high opacity obtained by adding a small amount of a filler and without reducing paper power by using deinked floss discharged in the deinking treatment process of treating process of waste paper as a main raw material and utilizing regenerated particle floc obtained by passing the main raw material through a dehydration process, drying process, burning process and crushing process. SOLUTION: This paper is obtained by filling a filler into pulp, the filler is silica-covered regenerated particle floc obtained by covering the surface of the regenerated particle floc obtained by using the deinked floss as the main raw material and passing through the dehydration process, drying process, burning process and crushing process, and having an ash content of 2-15 mass% based on the total mass in accordance with the JIS P 8251.
