PROBLEM TO BE SOLVED: To provide an alkaline antistatic agent in which an antistatic film can be formed while coating the antistatic agent and simultaneously washing a surface to be treated to remove a contaminant, thereby, forming a uniform coating film, and an antistatic function can be retained over a long period of time. SOLUTION: A non-ionic surfactant having a washing action and a builder are added to the antistatic agent comprising a cationic surfactant. Further, an anionic or the non-ionic surfactant having a washing action and the builder are added to the antistatic agent comprising an anionic, a nonionic or an amphoteric surfactant.
